Former President Donald Trump's four years in the White House offer insights into which stocks and sectors might benefit or suffer if he secures a second term <a href="https://www.benzinga.com/topic/2024-election">in the 2024 election.</a>
Here's a look back at the worst-performing stocks in 2017, Trump's first year in the White House.
Worst Performing 2017 Stocks: The stock markets saw <a href="https://www.benzinga.com/markets/futures/18/01/11066769/the-stock-markets-rally-under-trump-among-the-best-ever-heres-how-his">impressive gains in 2017</a>, which were among the best ever for a president's first year in the White House.
The S&amp;P 500, tracked by the SPDR S&amp;P 500 ETF Trust (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/SPY#NYSE">SPY</a>), gained 21.7% in 2017, an impressive gain compared to the 12.0% increase in 2016. Presidential election years have historically outperformed other years.
While many stocks in the S&amp;P 500 were up in 2017, there were also plenty of names that finished the year in the red. Here's a look back at the 10 worst-performing stocks in the S&amp;P 500 from 2017, as reported previously by Marketwatch.

10 S&P 500 Stocks Were Worst Performers In First Year Of Trump's Presidency: Will They Sink Again?

The European Nuclear Alliance has called upon the European Commission to<a href="https://europeancapitalinsights.substack.com/p/european-alliance-wants-eu-to-reconsider?r=3nmatg"> consider nuclear energy as "essential contributors"</a> to decarbonization pathways in Europe.
"We strongly encourage the upcoming college of Commissioners to deliver a paradigm shift in our energy policy," the alliance said at the Energy Council meeting held in Luxembourg on October 15. The commission should <a href="https://x.com/AnnaHbrt/status/1846189053479116986">recognize the role of nuclear energy</a>, alongside renewables, "for the future of our integrated energy system," it added.&nbsp;
The alliance comprises 12 members, including Bulgaria, Croatia, Czech Republic, Finland, France, Hungary, Netherlands, Poland, Romania, Slovakia, Slovenia, and Sweden.
However, some experts have argued for a faster deployment of cleaner alternatives. They cite the environmental risks associated with nuclear energy and the disposing of reactor waste.
European Union (EU) states, like Germany and Spain, have pushed to keep <a href="https://www.reuters.com/business/energy/germany-spain-push-keep-nuclear-out-eu-renewable-energy-goals-2023-03-16/">nuclear out of EU renewable energy goals</a>. They have warned that taking into account low-carbon energy would slow down the deployment of renewables.
"Without such energies, there is no path for the EU to provide to its citizens affordable, reliable and abundant low-carbon energy," the alliance said.
The EU must also compete against a U.S. and China. The world&#8217;s two biggest economies plan to construct several new conventional and small modular reactors.&nbsp;

<h3 class="wp-block-heading">Nuclear Power Could Satisfy Demand For AI, Data Centers</h3>
With <a href="https://www.benzinga.com/24/10/41314761/openai-eyes-ai-expansion-in-europe-after-raising-6-6-billion#:~:text=California%2Dbased%20company%20OpenAI%20will,Sam%20Altman%20into%20international%20markets">demand</a> from data centers and artificial intelligence (AI) increasing the need for electricity generation, big tech is jumping into the nuclear option.&nbsp;
US-based tech giants Amazon (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/AMZN#NASDAQ">AMZN</a>) and Google (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/GOOGL#NASDAQ">GOOGL</a>) announced their <a href="https://www.benzinga.com/news/24/10/41358363/nuclear-stocks-soar-as-amazon-becomes-latest-tech-giant-to-invest-in-nuclear-power">investment in small modular reactors</a> (SMR) on October 16. Amazon's cloud computing subsidiary, AWS, c<a href="https://www.nasdaq.com/articles/amazon-eyes-nuclear-energy-future-two-new-smr-project-partnerships">ommitted more than $500 million</a> in a partnership with Virginia's utility company, Dominion Energy (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/D#NYSE">D</a>).
Last month, Constellation Energy (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/CEG#NASDAQ">CEG</a>) announced plans to reopen the Three Mile Island nuclear power plant under a 20-year agreement with Microsoft (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/MSFT#NASDAQ">MSFT</a>). The tech giant aims to supply its data centers with carbon-free energy. 
The Pennsylvania plant was the site of the U.S.' worst commercial nuclear power accident in 1979, with a partial meltdown that destroyed one of two reactors.
<h3 class="wp-block-heading">Biden Administration Pushes For Nuclear Power</h3>
The Constellation-Microsoft agreement comes amid a push by the Biden administration to <a href="https://apnews.com/article/georgia-nuclear-plant-energy-secretary-granholm-05a6e2444a8b5a9e9c7c61b111b87192">reconsider using nuclear power</a> to limit greenhouse gas emissions from the power sector. In 2023 alone, <a href="https://world-nuclear.org/information-library/current-and-future-generation/nuclear-power-in-the-world-today">nuclear plants generated 2602 TWh of electricity</a>, with around a third, 772.2 TWh, attributed to the U.S.
The push for nuclear is having a positive impact on ETFs and companies operating in this emerging space.&nbsp;
The VanEck Uranium and Nuclear ETF (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/NLR#NYSE">NLR</a>), which comprises miners, industrial companies that make reactor components and industrial exposure to nuclear, has returned approximately 20% in the last month. Oklo (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/OKLO#NYSE">OKLO</a>), Sam Altman's start-up, has surged around 240% in the same period.

<h3 class="wp-block-heading">European Investments In Nuclear Power</h3>
Following Russia's invasion of Ukraine in 2022, Europe's need to invest in nuclear energy has accelerated, according to a survey published in December 2022. The Flash Eurobarometer 514 survey showed that 58% of EU respondents believed <a href="https://europa.eu/eurobarometer/surveys/detail/2912">member states should invest in nuclear</a>.&nbsp;
As the demand for low-carbon energy surges, Europe is investing heavily in nuclear energy. However, the UK and France are in the lead.&nbsp;
The UK announced a "major <a href="https://world-nuclear.org/information-library/country-profiles/countries-t-z/united-kingdom#:~:text=The%20UK%20generates%20about%2015,6.5%20GW%20of%20nuclear%20capacity">acceleration of homegrown power</a>" to "boost long-term energy independence, security and prosperity." In the <a href="https://world-nuclear.org/information-library/country-profiles/countries-t-z/united-kingdom#:~:text=The%20UK%20generates%20about%2015,6.5%20GW%20of%20nuclear%20capacity">UK, reactors generate about 15% of electricity</a> at 6.5 GW. The government plans to increase this usage to 25% or up to 24GW by 2050.
In France, 70% of electricity already comes from nuclear energy. In 2023, the <a href="https://world-nuclear.org/information-library/country-profiles/countries-a-f/france">French government abandoned plans to reduce nuclear</a> energy. It instead is focusing on building six new reactors.&nbsp;

The EU's plans to dramatically increase nuclear power could face financing challenges.&nbsp;
Finance Watch about a substantial funding gap. It pointed to <a href="https://www.finance-watch.org/wp-content/uploads/2024/07/Europes-coming-investment-crisis.pdf">high levels of EU deb</a>t, fiscal constraints, and uncertainties surrounding the future structure of the electricity market.&nbsp;

European Alliance Calls On EU To Reconsider Nuclear Power Policies

Live On CNBC: Dominion Energy CEO Robert M. Blue Discusses Amazon Energy Deal

After experiencing a significant surge on Wednesday, NuScale Power Corporation (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/SMR#NYSE">SMR</a>) stock is trading lower, <a target="_blank" href="https://www.benzinga.com/movers" rel="noreferrer noopener">down over 5% on Thursday.</a>
Yesterday, nuclear stocks soared following Amazon.com, Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/AMZN#NASDAQ">AMZN</a>) Web Services (AWS) announced a plan to invest over $500 million in nuclear power.
AWS, Amazon&#8217;s cloud computing subsidiary, has signed three agreements to support nuclear energy development, <a target="_blank" href="https://www.benzinga.com/markets/equities/24/10/41362462/why-is-nano-nuclear-energy-stock-gaining-today" rel="noreferrer noopener">including building Small Modular Reactors (SMRs).</a>

This includes a deal with Energy Northwest for four SMRs generating up to 960 MW and a partnership&nbsp;Dominion Energy, Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/D#NYSE">D</a>)&nbsp;to explore additional projects in Virginia.
The Wall Street Journal <a href="https://www.wsj.com/livecoverage/stock-market-today-dow-sp500-nasdaq-live-10-16-2024/card/nuclear-energy-stocks-surge-after-amazon-extends-recent-frenzy-UOw6Z1uJYko1pvGmtwsY" target="_blank" rel="noreferrer noopener">reported</a> that the e-commerce giant also invested in X-energy, an SMR company involved in the Washington reactors, as part of a multi-million funding round that included Citadel CEO Ken Griffin and private-equity firm Ares Management.
Major nuclear stocks that soared following the deal are NuScale Power, Oklo Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/OKLO#NYSE">OKLO</a>), Nano Nuclear Energy Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/NNE#NASDAQ">NNE</a>), and Lightbridge Corp. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/LTBR#NASDAQ">LTBR</a>).
The deal is important as nuclear reactors produce no carbon emissions, <a target="_blank" href="https://www.cnbc.com/2024/10/16/amazon-goes-nuclear-investing-more-than-500-million-to-develop-small-module-reactors.html" rel="noreferrer noopener">per</a> a CNBC report.
In fact, the Biden administration has invested billions in clean energy production. In conjunction with this AWS announcement, U.S. Energy Secretary Jennifer Granholm stated that $900 million in new funding is now available for those aiming to deploy additional SMRs, CNBC added.
The Wall Street Journal added that the reactors are not expected to be delivered until between 2030 and 2035.
On Monday, Alphabet Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/GOOG#NASDAQ">GOOG</a>) announced its support for constructing seven SMRs from the startup Kairos Power in a pioneering agreement.
As the market reacts to these developments, investors will closely monitor how the nuclear sector evolves in response to increased support and funding from major tech companies.
Craig-Hallum analyst Eric Stine maintains NuScale with a Buy and raises the <a target="_blank" href="https://www.benzinga.com/quote/SMR/analyst-ratings" rel="noreferrer noopener">price target from&nbsp;$16&nbsp;to&nbsp;$21.</a> According to&nbsp;<a target="_blank" href="https://pro.benzinga.com/?gspk=YWRhbWVja2VydDUzMzY&amp;gsxid=zBMR4PKmcgBw" rel="noreferrer noopener">Benzinga Pro</a>, SMR stock has gained over 220% in the past year.
Investors can gain exposure to the stock via Themes ETF Trust Themes Uranium &amp; Nuclear ETF (BATS:<a class="ticker" href="https://www.benzinga.com/stock/URAN#BATS">URAN</a>).
Price Action: SMR shares are trading lower by 3.12% to $18.48 at last check Thursday.

<li>In addition to the technical reason for the pullback, there is a fundamental reason. The fundamental reason is earnings from Dutch semiconductor equipment company ASML Holding NV (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/ASML#NASDAQ">ASML</a>). ASML has an almost monopoly on extreme ultraviolet lithography equipment needed for manufacturing Nvidia's chips. ASML stock fell 16% on the heaviest volume in 10 years. The big disappointment in ASML earnings was that ASML is forecasting 2025 sales of 30B &#8211; 35B euros vs. consensus of 35.8B euros.</li>
<li>In The Arora Report analysis, the reaction in NVDA stock to ASML's forecast is an overreaction.  ASML is seeing strong AI demand. The weakness is from other chip segments.  </li>
<li>It is important to note that the demand for Blackwell is so strong that Nvidia is fully booked for the next 12 months.&nbsp;&nbsp;</li>
<li>To a large degree, what happens to NVDA next will determine the fate of tech stocks until big tech earnings come along.&nbsp; If NVDA stock breaks above the resistance zone, it will be positive not only for tech stocks but for the entire stock market.</li>
<li>Most semiconductor stocks have been hit. Semiconductor bears are questioning the staying power of the semiconductor rally.</li>
<li>Among earnings of note, Morgan Stanley (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/MS#NYSE">MS</a>) reported earnings better than the consensus. MS earnings are important because MS has large investment banking, trading, and wealth management businesses. <h3 class="wp-block-heading">Protection Band And What To Do Now</h3>
It is important for investors to look ahead and not in the rearview mirror.
Consider continuing to hold good, very long term, existing positions. Based on individual risk preference, consider a protection band consisting of cash or Treasury bills or short-term tactical trades as well as short to medium term hedges and short term hedges. This is a good way to protect yourself and participate in the upside at the same time.
You can determine your protection bands by adding cash to hedges. The high band of the protection is appropriate for those who are older or conservative. The low band of the protection is appropriate for those who are younger or aggressive. If you do not hedge, the total cash level should be more than stated above but significantly less than cash plus hedges.
A protection band of 0% would be very bullish and would indicate full investment with 0% in cash. A protection band of 100% would be very bearish and would indicate a need for aggressive protection with cash and hedges or aggressive short selling.
It is worth reminding that you cannot take advantage of new upcoming opportunities if you are not holding enough cash.  When adjusting hedge levels, consider adjusting partial stop quantities for stock positions (non ETF); consider using wider stops on remaining quantities and also allowing more room for high beta stocks. High beta stocks are the ones that move more than the market.
<h3 class="wp-block-heading">Traditional 60/40 Portfolio</h3>
Probability based risk reward adjusted for inflation does not favor long duration strategic bond allocation at this time.
Those who want to stick to traditional 60% allocation to stocks and 40% to bonds may consider focusing on only high quality bonds and bonds of five year duration or less. Those willing to bring sophistication to their investing may consider using bond ETFs as tactical positions and not strategic positions at this time.

Dominion Energy shares are trading higher after the company announced a partnership with Amazon to explore small modular reactor (SMR) nuclear development in Virginia.

Nuclear stocks including Oklo Inc (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/OKLO#NYSE">OKLO</a>), NuScale Power Corp (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/SMR#NYSE">SMR</a>), Nano Nuclear Energy Inc (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/NNE#NASDAQ">NNE</a>) and Lightbridge Corp (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/LTBR#NASDAQ">LTBR</a>) are moving higher in early trading Wednesday after Amazon.com Inc (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/AMZN#NASDAQ">AMZN</a>) Web Services (AWS) announced plans to invest <a href="https://www.benzinga.com/topic/nuclear-energy">over $500 million in nuclear power</a>.
What Happened: AWS, Amazon&#8217;s cloud computing subsidiary, said it signed three new agreements on Wednesday to support the development of nuclear energy projects, including the construction of several new Small Modular Reactors (SMRs). 
Amazon inked a deal with Energy Northwest in Washington to build four advanced SMRs. The reactors are expected to generate approximately 320 MW of capacity in the first phase of the project, with the option to increase to 960 MW in total.
The tech giant also invested in X-energy. Amazon said it plans to use the company&#8217;s advanced nuclear reactor design&nbsp;in the Energy Northwest project. The investment includes manufacturing capacity to develop the SMR equipment to support more than five gigawatts of new nuclear energy projects.
Amazon also signed an agreement with Dominion Energy in Virginia to explore the development of an SMR project near Dominion's North Anna nuclear power station. The project would bring at least 300 MW of power to the Virginia region.

Amazon is the latest big tech company to make a push into nuclear as tech giants increasingly turn to nuclear to meet the rising energy demands of data centers related to the&nbsp;AI&nbsp;boom. 
Google on Monday announced a deal to purchase power from a fleet of&nbsp;SMRs from Kairos Power. The first reactor is expected to be online by 2030, with more reactors anticipated through 2035.
NuScale is a provider of advanced SMR nuclear technology. Oklo is developing fast fission power plants to provide clean, reliable and affordable energy at scale. Nano Nuclear is an early-stage nuclear energy company. Lightbridge is focused on developing advanced nuclear fuel technology.

RICHMOND, Va., Oct. 16, 2024 /PRNewswire/ -- Dominion Energy Virginia and Amazon have entered into a Memorandum of Understanding (MOU) to explore innovative new development structures that would help advance potential Small Modular Reactor (SMR) nuclear development in Virginia.
As power demand grows at an unprecedented pace in Virginia and other regions in the U.S., utilities, state and federal agencies, and leading technology firms are exploring SMRs as a potential solution that would provide reliable, carbon-free power.
Power demand in Virginia is growing by more than 5% annually and is expected to double in the next 15 years. To reliably serve this unprecedented growth, Dominion Energy is developing an 'all-of-the-above' mix of new power generation sources, including leading investments in offshore wind, solar, battery storage and natural gas.
In the 2030s, SMRs could play a pivotal role in this 'all-of-the-above' energy mix. Like traditional nuclear, SMRs generate around-the-clock, carbon-free power, but with a significantly smaller footprint and lower upfront capital costs.
The MOU between Dominion Energy Virginia and Amazon documents the companies' efforts to jointly explore innovative ways to advance SMR development and financing while also mitigating potential cost and development risks for customers and capital providers. Dominion Energy remains committed to the credit and risk profile objectives of the recently concluded business review.
