However, it goes on to add that any downside in defense stocks will be limited, highlighting that consensus estimates have moved higher since the elections.
This is partly owing to the low valuations in this space, relative to the rest of the market, and partly to the emergence of other nations as major buyers of defense products beyond just the United States.
What It Means: With growing threats from Russia alongside waning support from the US, NATO is making a renewed push to bolster its defense capabilities. Investments in defense across Europe could go from $340 billion to $720 billion, with plenty of opportunities coming the way of US-based contractors.
Besides this, tensions in the Middle East have led to a strong demand for weapon systems and ammunition, all of which stand to make up for any losses arising from DOGE-related budget cuts.

Northrop Grumman's Options: A Look at What the Big Money is Thinking

On Thursday, Defense Secretary Pete Hegseth signed a memo aimed at trimming wasteful spending within the <a target="_blank" href="https://www.benzinga.com/topic/department-of-defense" rel="noreferrer noopener">Department of Defense</a> (DOD).
This latest effort <a target="_blank" href="https://www.defense.gov/News/News-Stories/Article/Article/4130310/dod-to-cut-580-million-in-spending/" rel="noreferrer noopener">eliminates </a>over $580 million in various contracts, programs, and grants, continuing a broader initiative to better allocate taxpayer dollars.
The directive is in line to ensure that funds are used effectively to support the DOD&#8217;s mission and the country&#8217;s military readiness.
&#8220;In other words, [the expenditures] are not a good use of taxpayer dollars; [and], ultimately, that&#8217;s who funds us,&#8221; Hegseth said.&nbsp;
&#8220;We owe [taxpayers] transparency and making sure we&#8217;re using [the money] well,&#8221; he added.&nbsp;
The contracts being called off for the spending cuts were identified by the <a target="_blank" href="https://www.benzinga.com/25/03/44186261/doge-staffers-reportedly-draw-hefty-salaries-funded-by-taxpayers-while-musk-pushes-for-wasteful-spending-cuts" rel="noreferrer noopener">Department of Government Efficiency </a>(DOGE), overseen by&nbsp;Tesla CEO&nbsp;Elon Musk.

The cuts target several key areas, including a <a target="_blank" href="https://media.defense.gov/2025/Mar/20/2003673531/-1/-1/0/CONTINUING-ELIMINATION-OF-WASTEFUL-SPENDING-AT-THE-DEPARTMENT-OF-DEFENSE.PDF" rel="noreferrer noopener">software development initiative</a> for the Defense Civilian Human Resources Management System.
Initially started in 2018 with a projected cost of $36 million and a one-year completion timeline, the program has experienced major delays and exceeded its budget.
Hegseth highlighted that the project is now almost eight years overdue, with costs soaring to $280 million over the original estimate. So the project has been scrapped.
Along with the software project, Hegseth highlighted reductions in external consulting contracts, including one worth $30 million. This contract was associated with the purchase of unused software licenses.
Additionally, the DOD is cutting $360 million in grants, which support various initiatives, such as a $6 million project aimed at reducing emissions from Navy ships and a $9 million grant for creating &#8220;equitable AI and machine learning models.&#8221;
&#8220;I need lethal machine learning models, not equitable machine learning models,&#8221;&nbsp;said Hegseth.
Shares of companies in the defense sector are on watch as details of the companies whose contract have been shelved are not immediately clear.&nbsp;
DOGE has been instrumental in driving significant cost-cutting measures and restructuring initiatives, resulting in the closure of multiple government agencies and large-scale l<a target="_blank" href="https://www.benzinga.com/25/03/44186261/doge-staffers-reportedly-draw-hefty-salaries-funded-by-taxpayers-while-musk-pushes-for-wasteful-spending-cuts" rel="noreferrer noopener">ayoffs of federal workers.</a>
Recent reports indicate that the U.S. DOGE Service achieved $65 billion in savings.
With this announcement, the Department of Defense has now saved $800 million since <a href="https://in.benzinga.com/25/02/43836832/trump-administration-orders-sweeping-pentagon-cuts-defense-sector-stocks-on-watch" target="_blank" rel="noreferrer noopener">February 2025 through targeted cuts.</a>

US Defense Stocks Stumble As Trump's Pentagon Cuts Fuel European Surge

The Trump administration has ordered senior officials at the Pentagon and throughout the U.S. military to prepare <a href="https://www.benzinga.com/news/25/01/43266467/trumps-executive-orders-make-us-most-lethal-fighting-force-in-the-world-iron-dome-defense-system-get-woke-policies-out-of-military">for sweeping budget cuts.&nbsp;</a>
The Details: According to a Washington Post <a href="https://www.washingtonpost.com/national-security/2025/02/19/trump-pentagon-budget-cuts/">report</a>, Defense Secretary Pete Hegseth, on Tuesday, sent a memo ordering senior officials to develop plans to cut 8% of the defense budget in each of the next five years. 
The order states plans for proposed cuts should be drawn up by Feb. 24 and includes many notable exemptions, including the modernization of nuclear weapons and missile defense, the acquisition of submarines, drones and other munitions.

"Our budget will resource the fighting force we need, cease unnecessary defense spending, reject excessive bureaucracy, and drive actionable reform including progress on the audit," Hegseth wrote.&nbsp;
Stocks To Watch: Shares of companies in the defense sector are on watch as details of any proposed cuts are not immediately clear.&nbsp;
Due to the above-listed exemptions which include submarines, missile defense and other munitions, many of the legacy defense contractors may not be the focus of proposed spending cuts but should still be monitored.&nbsp;
Lockheed Martin Corp. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/LMT#NYSE">LMT</a>), RTX Corp. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/RTX#NYSE">RTX</a>), General Dynamics Corp. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/GD#NYSE">GD</a>), and Northrop Grumman Corp. Defense Secretary Pete Hegseth echoed this sentiment, emphasizing the need to streamline operations and optimize spending, as reported by CBS News.
This initiative has raised concerns for major defense contractors, many of whom rely heavily on government contracts. Among the top players at risk are Lockheed Martin which has retreated almost 10% so far this year, RTX , General Dynamics, with a loss of 6.35% year-to-date, and Northrop Grumman, which has lost 6.5% so far this year.
With over $200 billion in annual federal contracts flowing into the sector, any cuts could significantly affect companies that derive nearly half their revenue from government spending, according to a report by Saxo Bank.
