The U.S. Food and Drug Administration (FDA) announced its intent to expand the use of unannounced inspections at foreign manufacturing facilities that produce foods, essential medicines, and other medical products intended for <a target="_blank" href="https://www.benzinga.com/general/health-care" rel="noreferrer noopener">American consumers and patients</a>.
This change builds upon the agency&#8217;s Office of Inspection and Investigations&#8217; Foreign Unannounced Inspection Pilot program in India and China and aims to ensure that foreign companies will receive the same level of regulatory oversight and scrutiny as domestic companies.&nbsp;
&#8220;For too long, foreign companies have enjoyed a double standard—given advanced notice before facility inspections, while American manufacturers are held to rigorous standards with no such warning,&#8221; said FDA Commissioner Martin Makary. &nbsp;
On Tuesday, the FDA <a target="_blank" href="https://www.fda.gov/news-events/press-announcements/fda-announces-expanded-use-unannounced-inspections-foreign-manufacturing-facilities?utm_medium=email&amp;utm_source=govdelivery" rel="noreferrer noopener">said</a> it plans to review and improve its foreign inspection program to ensure it meets the highest standards for oversight. Part of this effort includes making it clear that FDA inspectors should not accept travel-related perks like hotel stays or transportation from the companies they inspect.

The FDA conducts about 12,000 inspections annually in the U.S. and 3,000 in other countries. While U.S. companies often get surprise inspections, foreign companies usually receive advanced notice, giving them time to prepare and potentially hide problems.
Still, foreign inspections often reveal serious issues, more than twice as often as domestic ones.
In the U.S., inspections are usually unannounced unless specific programs require advance notice to ensure staff and records are available.
Even then, companies can&#8217;t pick the date or time. The FDA says foreign companies shouldn&#8217;t have that option either.
By shifting to more surprise inspections abroad, the FDA aims to better protect American consumers by catching dishonest practices, like falsifying records or hiding violations, before they cause harm.
The agency can take action against any company that tries to delay, block, or refuse an unannounced inspection.
The update follows President&nbsp;Donald Trump&#8217;s signed executive order on Monday to promote prescription drug manufacturing in the U.S., streamlining the path for companies to build new production sites as potential tariffs on <a target="_blank" href="https://www.benzinga.com/topic/tariffs" rel="noreferrer noopener">imported medicines loom</a>.
The order directs the FDA to reduce the amount of time it takes to approve manufacturing plants in the U.S. by eliminating unnecessary requirements, streamlining reviews, and working with domestic drugmakers to &#8220;provide early support before facilities come online,&#8221; <a target="_blank" href="https://www.whitehouse.gov/fact-sheets/2025/05/fact-sheet-president-donald-j-trump-announces-actions-to-reduce-regulatory-barriers-to-domestic-pharmaceutical-manufacturing/" rel="noreferrer noopener">according</a> to&nbsp;a White House fact sheet.
It also directs the agency to raise inspection fees for foreign manufacturing plants, improve the enforcement of active-ingredient source reporting by overseas producers, and consider publicly listing facilities that don&#8217;t comply.
The White House <a target="_blank" href="https://www.whitehouse.gov/presidential-actions/2025/05/regulatory-relief-to-promote-domestic-production-of-critical-medicines/" rel="noreferrer noopener">estimates</a> that it can currently take five to ten years to build new pharmaceutical manufacturing capacity, which it calls &#8220;unacceptable from a national-security standpoint.&#8221;

Wall Street's Most Accurate Analysts Spotlight On 3 Health Care Stocks Delivering High-Dividend Yields

The U.S. Food and Drug Administration (FDA) on Thursday extended the Prescription Drug User Fee Act (PDUFA) action date for the New Drug Application (NDA) for Cytokinetics Inc's (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/CYTK#NASDAQ">CYTK</a>)&nbsp;aficamten for patients with obstructive hypertrophic cardiomyopathy (oHCM) to December 26 <a target="_blank" href="https://www.benzinga.com/25/04/44903741/fda-eases-monitoring-requirements-for-bristol-myers-heart-drug-camzyos-analyst-sees-as-timely-boost-ahead-of-rivals-review" rel="noreferrer noopener">from September 26</a>.
The FDA recently notified Cytokinetics that additional time is required to conduct a full review of the company's proposed Risk Evaluation and <a target="_blank" href="https://www.benzinga.com/general/health-care" rel="noreferrer noopener">Mitigation Strategy (REMS)</a>.

Following pre-NDA discussions with the FDA in which safety and risk mitigation were discussed, Cytokinetics submitted the NDA for&nbsp;aficamten in oHCM without an accompanying REMS, and the FDA <a target="_blank" href="https://www.benzinga.com/pressreleases/25/05/g45150594/cytokinetics-announces-new-pdufa-date-for-aficamten-in-obstructive-hypertrophic-cardiomyopathy" rel="noreferrer noopener">accepted the NDA for filing</a>.
Recently, during the NDA review, the FDA requested that Cytokinetics submit a REMS, based on the inherent characteristics of&nbsp;aficamten, which the company provided.
The submission of a REMS has now been determined by FDA to be a Major Amendment to the NDA resulting in a standard three-month extension to the original PDUFA action date.
No additional clinical data or studies have been requested on Cytokinetics by the FDA.
"We remain confident in the distinct benefit-risk and pharmaceutic profile of&nbsp;aficamten and continue to expect a differentiated label and risk mitigation profile upon its potential approval by FDA," said Robert I. Blum, Cytokinetics' President and Chief Executive Officer. "
In April, Bristol Myers Squibb&nbsp;&amp; Co (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/BMY#NYSE">BMY</a>) released topline data from the Phase 3 ODYSSEY-HCM trial of Camzyos&nbsp;(mavacamten) for symptomatic New York Heart Association (NYHA) class II-III non-obstructive <a target="_blank" href="https://www.benzinga.com/general/biotech/25/04/44825297/why-us-pharma-giant-bristol-myers-squibb-stock-trading-lower-on-tuesday" rel="noreferrer noopener">hypertrophic cardiomyopathy (nHCM)</a>.
The trial did not meet its dual primary endpoints of changes from baseline to Week 48 compared to placebo in the Kansas City Cardiomyopathy Questionnaire – Clinical Summary Score (KCCQ-23 CSS) and peak oxygen&nbsp;<a target="_blank" href="https://www.benzinga.com/pressreleases/25/04/b44801468/bristol-myers-squibb-provides-update-on-phase-3-odyssey-hcm-trial" rel="noreferrer noopener">consumption (pVO2)</a>.
In January, a Stifel analyst wrote that Cytokinetics appears well-positioned to capitalize on Bristol Myers' groundwork with its second-to-market drug, Alicante, which is expected to have a best-in-class profile. There is a strong case for aficamten to secure a differentiated REMS, potentially including six-month echocardiograms <a target="_blank" href="https://www.benzinga.com/25/01/43143013/analyst-optimistic-about-cytokinetics-heart-drugs-future-despite-ma-hurdles-and-royalty-deal-concerns" rel="noreferrer noopener">(Q6M echos) as a standard</a>.

U.S. stocks settled higher on Thursday, with the Dow Jones index jumping more than 1% during the session to mark the first close above the 40,000 level since April 15.

(NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/PEP#NASDAQ">PEP</a>) reported mixed first-quarter results and issued FY25 EPS guidance below estimates.
Meanwhile, signs of a potential thaw in the U.S.-China trade conflict emerged, with the White House reportedly considering exceptions for certain Chinese auto parts.
On the economic data front, the Chicago Fed National Activity Index declined to -0.03 in March compared to a reading of +0.24 in February. U.S. initial jobless claims climbed by 6,000 from the previous week to 222,000 during the third week of April. U.S. durable goods orders gained by 9.2% month-over-month to $315.7 billion in March.
Most sectors on the S&amp;P 500 closed on a positive note, with information technology, consumer discretionary and communication services stocks recording biggest gains on Thursday. However, consumer staples stocks bucked the overall market trend, closing the session lower.
The Dow Jones closed higher by around 487 points to 40,093.40 on Thursday. The S&amp;P 500 jumped 2.03% to 5,484.77, while the Nasdaq Composite surged 2.74% at 17,166.04 during Thursday's session.
Investors are awaiting earnings results from Phillips 66 (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/PSX#NYSE">PSX</a>), Schlumberger Limited (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/SLB#NYSE">SLB</a>) and Colgate-Palmolive Company (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/CL#NYSE">CL</a>) today.
At a current reading of 30.9, the index remained in the &#8220;Fear&#8221; zone on Thursday, versus a prior reading of 28.4.

U.S. equities are pushing higher for a third straight session, eyeing the longest winning streak since the Trump tariff announcement on April 2, as optimism over corporate earnings and easing trade <a href="https://www.benzinga.com/markets">tensions boosts risk sentiment.</a>
Positive quarterly results and robust guidance from U.S. firms is fueling hopes the economy can weather the ongoing tariff headwinds and avoid a recession.
Meanwhile, signs of a potential thaw in the U.S.-China trade conflict emerged, with the White House reportedly considering exceptions for certain Chinese auto parts.
At midday trading in New York, the Nasdaq 100 surged 2.2%, climbing above the 19,000 mark for the first time in two weeks. The S&amp;P 500 advanced 1.5%, while the Dow Jones Industrial Average underperformed, rising 0.9%.
Technology stocks broadly outperformed, with strength concentrated in the Magnificent Seven and the semiconductor space.
Among major movers, ServiceNow Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/NOW#NASDAQ">NOW</a>) soared 15% after reporting results that beat Wall Street expectations and issuing bullish forward guidance. In contrast, shares of International Business Machines Corp. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/IBM#NYSE">IBM</a>) slumped 8% as the tech giant showed lower-than-expected non-GAAP earnings. 
In the consumer staples sector, Procter &amp; Gamble (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/PG#NYSE">PG</a>) dropped more than 5% after missing revenue estimates.
Treasury yields continued to ease, with yields on the 10-year Treasury down 5 basis points to 4.33%. 
Gold rebounded modestly after suffering a 2.7% slide on Wednesday. Natural gas prices extended their losing streak, plunging 4.9% and heading for a tenth consecutive negative session. 
In the crypto market, Bitcoin (CRYPTO: <a class="ticker" href="https://www.benzinga.com/quote/btc/usd">BTC</a>) eased 0.5% to trade at $93,300.

Wall Street Rally Extends Into Third Day: What's Driving Markets Thursday?

Bristol Myers Squibb &amp; Co (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/BMY#NYSE">BMY</a>) reported <a target="_blank" href="https://www.benzinga.com/pressreleases/25/04/b44974906/bristol-myers-squibb-reports-first-quarter-financial-results-for-2025" rel="noreferrer noopener">first-quarter 2025 revenues</a> of $11.20 billion, beating the&nbsp;consensus of $10.70 billion.
Sales decreased 6% year-over-year, or 4% when adjusted for foreign exchange impacts.
U.S. revenues of $7.9 billion decreased by 7%, and International revenues of $3.3 billion decreased by 2% or increased by 2% Ex-FX.
Growth Portfolio revenues reached $5.6 billion, up 16% on a reported basis (18% Ex-FX), primarily driven by Opdivo, Breyanzi, Reblozyl, and Camzyos and reflected the strong early U.S. launch of Cobenfy.

Sales of the cancer drug Opdivo increased 9% to $2.265 billion. The arthritis drug Orencia generated sales of $770 million, down 4%. Sales of another cancer drug, Yervoy, increased 7% to $624 million.
The anemia drug Reblozyl generated $478 million in quarter sales, up 35% from a year ago.
Legacy Portfolio revenues of $5.6 billion declined 20% on a reported basis and Ex-FX due to the generic impact on Revlimid, Pomalyst, Sprycel, and Abraxane and&nbsp;the impacts from the U.S. Medicare Part D redesign.
The company reported an adjusted EPS of $1.80, a turnaround from a loss of $4.40 a year ago, beating the&nbsp;<a target="_blank" href="https://www.benzinga.com/calendars/earnings" rel="noreferrer noopener">consensus of $1.49</a>.
Gross margin decreased from 75.3% to 72.9% on a GAAP basis and from 75.5% to 73.1% on a non-GAAP basis, primarily due to product mix.
Guidance:&nbsp;Bristol Myers Squibb has raised its fiscal year 2025 adjusted EPS <a target="_blank" href="https://www.benzinga.com/general/biotech/25/02/43528698/bristol-myers-squibb-warns-near-term-impact-due-to-generics-on-2025-sales-forecast-outlines-2-billion-in-additional-cost-cuts" rel="noreferrer noopener">from $6.55-$6.85</a> to $6.70-$7.00 compared to consensus of $6.74.
On Thursday, the company stated that guidance revisions include the estimated impact of current tariffs on U.S. products shipped to China but do not account for potential pharmaceutical sector tariffs.
The U.S. drug giant also raised the 2025 sales guidance from $45.50 billion to $45.80 billion—$46.80 billion, compared to the consensus of $45.76 billion.
The increased guidance reflects the strong performance of the Growth Portfolio, better-than-expected Legacy Portfolio sales in the first quarter of 2025, and a favorable impact of approximately $500 million related to foreign exchange rates.

China<a href="https://www.benzinga.com/markets/25/04/44973283/china-denies-trumps-trade-talk-assertion-calls-for-abolition-of-unilateral-tariffs-no-factual-basis"> also refuted Trump&#8217;s trade talk</a> assertion.
Investors will also keep an eye on tech giant and Google&#8217;s parent Alphabet Inc.&#8216;s (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/GOOG#NASDAQ">GOOG</a>) (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/GOOGL#NASDAQ">GOOGL</a>) slated to be released later today.
Meanwhile, the 10-year Treasury bond yielded 4.35% and the two-year bond was at 3.83%. The SPDR S&amp;P 500 ETF Trust (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/SPY#NYSE">SPY</a>) and Invesco QQQ Trust ETF (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/QQQ#NASDAQ">QQQ</a>), which track the S&amp;P 500 index and Nasdaq 100 index, respectively, fell in premarket on Thursday. The SPY was down 0.51% to $532.67, while the QQQ declined 0.71% to $451.33, according to <a href="https://pro.benzinga.com/dashboard">Benzinga Pro</a> data.
Cues From Last Session:
Information technology, consumer discretionary, and communication services sectors led U.S. stocks higher Wednesday, with the Dow Jones jumping over 400 points, though all major indices <a href="https://www.benzinga.com/news/earnings/25/04/44972538/dow-jumps-over-400-points-amid-china-tariff-hopes-investor-fear-eases-greed-index-remains-in-fear-zone">closed well below their session highs</a> after the Dow had surged over 1,100 points earlier.
Most S&amp;P 500 sectors closed positively, but consumer staples and energy stocks finished the session lower.
Philip Morris International Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/PM#NYSE">PM</a>) reported strong first-quarter results and raised its FY25 adjusted EPS outlook, while Tesla Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/TSLA#NASDAQ">TSLA</a>) shares gained over 5% after its first-quarter earnings release.
Economic data showed new single-family home sales rose 7.4% to an annualized 724,000, the S&amp;P Global services PMI fell to 51.4 in April, and the manufacturing PMI increased to 50.7.
As of Wednesday, the Nasdaq 100 index was down 15.88% from its previous high of 22,222.61 points. The S&amp;P 500 index was 12.55% lower, as compared to the last record high of 6,147.43 points. On the other hand, Dow Jones was 12.13% down from its 52-week high of 45,073.63 points.
The Dow Jones index jumped 420 points or 1.07% to 39,606.57, whereas the S&amp;P 500 index surged 1.67% to 5,375.86. Nasdaq Composite ended 2.50% higher at 16,708.05, and the small-cap gauge, Russell 2000, also advanced 1.53% to 1,919.14.

Acknowledging the swift and often daily shifts in tariff and geopolitical landscapes, Scott Wren, senior global market strategist at Wells Fargo, noted, "With the pace of change on the tariff and geopolitical fronts moving fast and sometimes adjusting on a day-to-day basis, investors are wondering what they might do to help navigate the uncertainties."
To navigate these uncertainties, Wren has advised investors to maintain <a href="https://www.benzinga.com/government/regulations/25/04/44973246/market-dip-attractive-entry-point-says-wells-fargo-energy-large-and-mid-cap-stock-favored">exposure in higher-quality equities</a> and fixed income, emphasizing the need for a plan to withstand market volatility while pursuing growth.
Wren stated, "The first rule of thumb for our plan is to focus on quality in a diversified manner."
Pointing to the stronger balance sheets, dependable cash flows, easy credit access, and share buyback capabilities of larger companies, Wren said, "We continue to favor large- and mid-capitalization equities over small-cap."
Additionally, Wells Fargo favors the energy sector and holds favorable ratings on Information Technology, Financials, and Communication Services, according to Wren, who explained, "We believe these sectors feature long-term growth drivers and robust balance sheets. We suggest investors put funds to work in these sectors at current market levels. In our view, the pullback in stocks offers long-term investors an attractive entry point."
After Trump blasted Fed Chairman Jerome Powell in a Truth Social post on Monday and said that "Powell's termination can't come quickly enough,&#8221; during a Tuesday press conference, he changed his tone, saying, "I have no intention of firing him".
&#8220;Essentially, if there is a recession, President Trump will likely blame Fed Chairman Powell for failing to cut key interest rates fast enough,&#8221; said Louis Navellier of Navellier and Associates.
Talking about the ongoing uncertainty surrounding Trump&#8217;s policies, Ed Yardeni of Yardeni Research said, &#8220;Trump's Tariff Turmoil has put the world on edge. A new world order may be the ultimate result, but for now we've got the New World Disorder, leaving everyone scrambling to adjust to Trump's unpredictable policy pivots. PepsiCo, Alphabet And 3 Stocks To Watch Heading Into Thursday

The CNN Money Fear and Greed index some improvement in market sentiment, with the index in the &#8220;Fear&#8221; zone on Wednesday.
U.S. stocks settled higher on Wednesday, with the Dow Jones index jumping more than 400 points during the session. However, all three major indices closed the session well off their highs as the Dow jumped over 1,100 points at one point during morning session.
On the trade front, tensions with China appeared to thaw, with reports suggesting the White House is considering reducing tariffs on certain categories of goods.
Philip Morris International Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/PM#NYSE">PM</a>) reported better-than-expected first-quarter financial results and raised its FY25 adjusted EPS guidance above estimates. Shares of Tesla Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/TSLA#NASDAQ">TSLA</a>) gained more than 5% on Wednesday after the company released earnings results for its first quarter.
On the economic data front, sales of new single-family homes in the U.S. jumped by 7.4% to an annualized rate of 724,000. The S&amp;P Global services PMI dipped to 51.4 in April from 54.4 in the prior month. The S&amp;P Global manufacturing PMI climbed to 50.7 in April from 50.2 in the previous month.
Most sectors on the S&amp;P 500 closed on a positive note, with information technology, consumer discretionary and communication services stocks recording biggest gains on Wednesday. However, consumer staples and energy stocks bucked the overall market trend, closing the session lower.
The Dow Jones closed higher by around 420 points to 39,606.57 on Wednesday. The S&amp;P 500 jumped 1.67% to 5,375.86, while the Nasdaq Composite surged 2.50% at 16,708.05 during Wednesday's session.
Investors are awaiting earnings results from Bristol-Myers Squibb Company (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/BMY#NYSE">BMY</a>), PepsiCo, Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/PEP#NASDAQ">PEP</a>) and Alphabet Inc. (NASDAQ:<a class="ticker" href="https://www.benzinga.com/stock/GOOGL#NASDAQ">GOOGL</a>) today.
At a current reading of 27.3, the index remained in the &#8220;Fear&#8221; zone on Wednesday, versus a prior reading of 26.2.

The Fear &amp; Greed Index is a measure of the current market sentiment. It is based
&nbsp;on the premise that higher fear exerts pressure on stock prices, while higher greed has the opposite effect. The index is calculated based on seven equal-weighted indicators. The index ranges from 0 to 100, where 0 represents maximum fear and 100 signals maximum greediness.
